Meeting Minutes – 1/22/15
Meeting opened at 3:43PM. Attending: Mike Sullivan, Tom Dufault, Michele Van Reet
- No minutes to review.
- Mike Sullivan read an email from Brendan Gove – he is interested in possibly pursuing a solar project at the site, but is not putting in a bid at this time.
- Dam on the Rutland Heights Hospital property – issue brought up by Mr. Dick Williams:
- Mr. Williams notified the RDIC that the state requires dams to be inspected every 10 years.
- Mr. Williams noted that the dam on the property was last inspected 10 years ago this coming May, 2015 and will be due for inspection.
- Mike Sullivan forwarded this information to the Select Board and notified them of the need for inspection.
- Doug Briggs provided information that indicated that the dam may not need to be inspected.
- Mike submitted all of this information to the Select Board. They will need to determine if the dam needs inspection and will make sure that it happens if necessary.
- Mike Sullivan read an article in the 1/4/15 edition of the Worcester Telegram & Gazette regarding the National Grid’s plans to increase solar power generation in the state. Mike contacted them about the availability of the Rutland Heights Hospital property. They have already determined project sites for 2015, but may be interested in the future.
- Mike Sullivan read an article in the 1/11/15 edition of the Worcester Telegram & Gazette regarding another company – First Wind – with similar plans to increase solar power generation in the state. Mike contacted them about the availability of the Rutland Heights Hospital property. They have also already determined project sites for 2015, but may be interested in the future.
- Mike Sullivan approved a request from Dick Williams to mow the Rutland Heights property in December as it was overgrown. Mike will send him a letter of thanks on behalf of the RDIC.
- At 4:00PM – Bid Opening
- We received 1 bid, which was from Barton Associates.
- We reviewed the bid to check that it met the qualifications for complete bids as set forth in the RFP. We found 3 omissions:
- Exhibit C – Section (5) is missing information
- Exhibit C – Section (6) is missing information
- Exhibit D – needs to be properly notarized with date
- A motion was made (Van Reet) and seconded (Dufault) to waive the omissions noted (Exhibit C, Sections 5 & 6 and Exhibit D) and accept the bid with the understanding that Mike Sullivan will request this information from the bidder within a timely manner. The RDIC will not make a final decision regarding the bid until the information is received and reviewed. The motion passed unanimously.
- A motion was made (Van Reet) and seconded (Dufault) to adjourn the meeting at 4:54 PM. The motion passed unanimously.
